A convicted sex offender with a history of sexual violence and breaching probation has been released from custody and is expected to live in Winnipeg.
The Manitoba Integrated High Risk Sex Offender Unit issued a notification Friday alerting the public that Lonnie Kelsey Smith, 48, was released from Stony Mountain Institution.
He served a sentence for convictions related to an impaired driving charge, as well as two counts of failing to comply with a probation order and one count of failing to comply with a recognizance order in 2019.
Police say he is a convicted sex offender and while he participated in some sex offender programming while incarcerated, he is considered a high risk to re-offend in a sexual or sexually violent manner against adult women.
Smith is expected to live in Winnipeg.
Officers say he will be subjected to conditions upon his release, including a lifetime weapons ban. He will not be allowed to consume alcohol, non-prescription drugs, solvents, or inhalants.
According to police, Smith has a lengthy criminal record involving convictions for sexual assault, sexual assault with a weapon, and aggravated assault.
They say his convictions for sexual assault involved both strangers and people he knew. Officers say his sexual and non-sexual violence was exacerbated by the use of solvents and other intoxicants.
He used physical force and weapons to make his victims comply, police say.
Officials provided information about Smith’s release so the public can take suitable measures to protect themselves, but warn any form of vigilante activity or other unreasonable conduct directed toward Smith will not be tolerated.
