City Manager Wendy Stephanson was the highest paid employee at Ottawa City Hall in 2024, earning $45,000 more last year than the year before.
The Ontario government released the 2024 Public Sector Salary Disclosure for municipal and provincial employees Friday, listing the employees who earned $100,000 or more in 2024.
According to the City of Ottawa, 6,313 municipal employees earned more than $100,000 in 2024, including OC Transpo, police and firefighters. Of the 6,313 employees on the list, 44 per cent are first responders – 1,598 Ottawa Police Service members, 818 Ottawa Fire Services employees and 385 employees with the Ottawa Paramedic Service.
The list shows Stephanson, Ottawa’s city manager since 2023, earned $452,626 in 2024, up from $405,903 in 2023.
Ottawa Police Const. Daniel Montsion was the second-highest paid municipal employee in the City of Ottawa, earning $410,709 in 2024. The salary disclosure list does not provide details on a salary.
Ottawa Community Housing CEO Stephane Giguere earned $376,759 in 2024. Associate medical officer of health Dr. Laura Bourns earned $364,139, according to the so-called ‘Sunshine List.’ Bourns is also a member of the Faculty of Medicine at the University of Ottawa.
Transit Services general manager Renée Amilcar earned $355,629 in 2024, up from $330,686 in 2023.
Ottawa Police Service Chief Eric Stubbs earned $371,323 in 2024, ($344,400 in 2023), while Ottawa Police Const. Chris Benson earned $370,000.
Other members of the Ottawa Police Service on the so-called sunshine list includes Deputy Chief Steve Bell at $322,104 in 2024 and Deputy Chief Paul Burnett at $304,692. Deputy Chief Trish Ferguson earned $293,230 in 2024.
Former Ottawa Medical Officer of Health Dr. Vera Etches earned $325,484, while Deputy Medical Officer of Health Dr. Trevor Arnason earned $270,912 in 2024.
The Chief Librarian Sonia Bebbington earned $258,663.
Ottawa Mayor Mark Sutcliffe earned $213,689 in 2024, while councillors each earned $119,490.
Provincial employees
The president of the Ottawa Hospital is Ottawa’s highest-paid civil servant. Cameron Love earned $647,124 in 2024, the same as 2023. Ottawa Hospital Chief of Staff Dr. Virginia Roth earned $396,002 last year. Ottawa Hospital Vice President Suzanne Madore earned $356,500 and Vice President Nathalie Cadieux earned $355,000 in 2024.
Bruyere Continuing Care president Guy Chartrand earned $535,884.
Former CHEO President Alex Munter earned $328,730 in his final year as head of Ottawa’s children’s hospital.
